Newer computer controlled motors

I have a 2004 Dodge Neon that I have been trying to modify for over a year. I've went to a expensive High performance plug, moved O2 sensor out of the exhaust stream, installed a water vacuum line bubbler system. Everything I've tried improves the mileage for about half a tank and the computer reverts back to a rich fuel mixture and no improvement in economy. Is grooving the head going to change anything with this engine since I cannot adjust the timing, fuel mixture or anything for that matter? I want to try this project on the car but I am hesitant that it might be a waste of time.

it won't be a waste of time, but you should look into a modified chip!
